A special election was held to fill his council seat when Fenty was elected mayor in 2006. Bowser declared her candidacy for it, along with several others.

Bowser gained 40% of the vote, winning the special election.

2008 – Bowser announced her council reelection campaign in 2008. Bowser received 75% of the vote and won the Democratic Party primary.

Montague, Jahi, and Mendenhall-Johnson each earned 3%, whereas Jahi received 19%. Bowser received 97 percent of the primary election’s votes since no other candidates were included on the subsequent ballot.

Bowser was named to the board of governors of the Washington Metropolitan Area Transportation Authority in 2011 and kept that post until 2015.

2012 – In 2012, Bowser campaigned for reelection. With 66% of the vote, Bowser defeated Renee L. Bowser (not related), Max Skolnik, Baruti Jahi, Judi Jones, and Calvin Gurley in the Democratic primary.

She faced no opposition in the general election and won with 97% of the vote.

2014 – Bowser made the decision to run for mayor of the District of Columbia in the 2014 election on March 23, 2013. William Lightfoot, a former councilman, served as the campaign’s chairman.

In the primary election, Bowser ran with the independent candidates David Catania, Nestor Djonkam, and Carol Schwartz; Faith Dane, a supporter of D.C. Statehood; and Bruce Majors, a libertarian.

Republicans did not run. On January 2, 2015, Bowser won the election and took office with 80,824 votes (54.53%), defeating Catania’s 35% and Schwartz’s 7%.
